Dialog's light theme not work

The Light Theme only works on Material Design dialogs which were added in Android 5+.

You could try setting the Background Color property to white and enabling the Use Background Colour property. But I’m not sure if this requires the Material Design dialogs too.

If you’re using the Notifier component to show dialog you need to change the Light Theme property of the component, not the screen.
