Is there a way to display a component over another one, like layers are there in photoshop?
There actually many ways:
You can use Floating View extension
or
Use Repositioning Tools extension
or
Use Component tools extension

I personally use component tools cause you can set the Z value too, This way you display anything over anything but this requires a lot of work as not every device is same in terms of their height and width so you gotta find a formula that suits all the devices for the X and Y values
