When I create a vertical arrangement the fill parent, it didn’t work.
I know I can set to 100%, but I don’t understand what happens cuz it worked in all my project.
When you export apk then it will work.

Check your screen properties, you might set your screen to scrollable.
This will happens when screen is scrollable.

And it is not scrollable
But then after deleting and add a new one, it worked again.
So strange
