This apk has minSdkVersion 20 and therefore it doesn’t work on your phone.

Make sure to save your project every time before you build it or try to change API level a few times before saving the project and then build your app, if you change the API.

With further testing and switching between different projects and try to build with different API’s it seems to work.
You probably had the same issue as me, web caching.
