There is no sense to ask this question, as about 90% smartphone users use their primary language as English in their smartphones.
And when a user try searching something on YouTube then obviously he will type in English for the best search results and not in his local language.
So, Considering the language priority, YouTubers are making their video title in English.
At least they are doing something for the app development community.
Something is better than nothing.
