If the logo is yours, then there’s no problem with it. If the logo is not yours, you should give the credit to its owner.

I think the app didn’t get suspended because it only depicts the comment section/part which I believe anyone can make with all available resources.
However the fake comments section created by app doesn’t contain any trademark logo of any reputed company, firm or business. Even if you have noticed then the app title doesn’t contain the full name of YouTube, it only has ‘Tube’ part in it.
So this may be the reason behind its presense on the store I think

What if i make the same app like youtube but not use any logo of youtube and publish them on other app stores, Will google do anything to my app?
If you really doing that.
Then Instead of copying their UI you can work on your own design.
Maybe you can do better than them. ( Saying about UI and not the algorithm )

Probably. But as @themaayur said instead Recreating, focus on creating and you may come up with something new and possibly with the better version
