It solved just now i updated it
Those who got this error UnicodeDecodeError: 'gbk' codec can't decode byte 0x82 in position 14: illegal multibyte sequence their can update the tool to 1.3 update
just download the new one from here simple125345/APK_TO_AAB 1.3

open the run.py script and go to line number 218 and 219
the replace the version_code and version_name from 1 to your current apk version code and version name
be sure both ver_code and ver_name match to your current apk
check your pm i have send the aab
it fixed now update the tool and try it
