Since you’ve used texting component you have to declare why you used it while filling play store upload form…
You declare that your app is a default sms handler and your app isn’t default sms handler that’s why your app is rejected

How can this be fixed?
I wouldn’t bother trying to get permission from Google. They won’t allow it. Use the activitystarter to make phonecalls by using the default caller app.

Not if you want your app on Google Play.
