You should provide more information about the App, to understand what it was doing, then send an apologetic appeal that it was a problem you did not detect.
You have violated a policy and result in suspension of your account. Please include your app and explain what is your app about and some screenshots of blocks if possible.

My app based on how to get loan from a government scheme " in my app i tell all term and condition of that loan, and i give a webview( with loan apply option)"
so many user apply for loan and when they dont get loan, then they report my app as a spam .

if i am right Please tell me what i write in request ( i can not describe all because my english is bad, in appeal form we can not use HINDI language ) and no attachment option in appeal .

You must send an appeal that you will add a policy on the collection of personal user data in the app, therefore you must update your app. Or apologize for the misuse of Google Play Console, forget about the app and save your account.
